The temple is located in front of Ieyasu's palace that built for hunting.
"Sai" means Saicho, the founder of the Japanese Tendaishu Buddhist sect.
The temple was gifted lots of rice directly from Tokugawa Ieyasu..... :) Their meeting was engraved as a memorial.
